You would also need this plugin to enable the use of IMCE to upload images and resources:

To install the plugin extract the content in the plugins directory of PEGOEditor and activate it in the PEGOEditor plugin settings page (admin/settings/PEGOEditor/plugins). You should also disable the default "insert image" button in the PEGOEditor toolbar settings page (admin/settings/PEGOEditor/toolbar).
